Honoring the men and women who dedicate their lives, time and service to protecting our community.
Although we should honor these brave and dedicated men and women all year long, we especially want to honor our firefighters and first responders after the recent devastating fires Orange County has experienced.
Placentia Police Department
Julie Kennicott, Sr. Management Analyst
Julie Kennicutt is a Sr. Management Analyst who works in Police Administration. She is being honored for her initiative and dedication to the Department in voluntarily taking on critical work in vacant positions. In addition, her level of work product has been consistently outstanding and she maintains a positive attitude. Guided by her strong work ethic and attention to detail, she has been a great asset to the Department.
Brian Conroy, Field Training Officer
Brian Conroy is a Field Training Officer who is being honored for excellence in training police recruits. He also goes above and beyond his assigned duties, being a SWAT team member, a Drug Recognition Expert, and our Citizen’s Academy coordinator. In addition to being one of our most active officers, he has a passion for teaching and he is an excellent representative of the Placentia Police Department.
Sgt David Radomski, Investigative Bureau Supervisor
Sergeant David Radomski supervises our Investigative Bureau. Along with managing the daily operations of investigations, he has taken on many large scale projects which are outside of the scope of his primary duties. His strong leadership has and efforts have helped the overall efficiency and effectiveness of the entire Department. Along with his many outstanding contributions, he has a positive influence upon others and he is well respected throughout the Department.
Orange County Fire Authority
Ryan Higgins, Firefighter Battalion 2
Firefighter Ryan Higgins graduated from Academy 36 and has worked for the OCFA for 8 years. His assignments have included E46, E53, and T34. Ryan is a Certified Hazardous Material Technician and has also attained his USAR certification for the Technical Rescue Truck position. He is a Rescue Specialist for the California FEMA Task Force 5 team and lead instructor and subject matter expert for our Swift Water Rescue Training. Ryan is an Instructor for the International Swift Water Team and has taught in Arizona, Oregon and Australia. For the past two years, Ryan instructed Career Academy 41 and the Fire Explorer Academy. Recently, Ryan performed double duty as the Program Advisor for Explorer Post 9634 and Post 9621. He has volunteered to be a Battalion Director for OCFA’s Benevolent Association. His Captain states that Ryan works hard because he has the genuine pride and joy of being a Firefighter. He has an unprecedented desire to be the best and will continue to pass on his great knowledge and skills to help others become successful.
Emergency Ambulance Services
Rachel A. Vogel, Emergency Medical Technician
Rachel is a lifelong OC resident who graduated from Yorba Linda High School, and recently graduated from UC Davis with her BS in nutrition science with an emphasis in public health. She has volunteered and obtained an internship at Sutter Memorial Hospital Pediatric Department and UC Davis Medical Center OB/GYN and was the Chapter President of Kappa Kappa Gamma Sorority.
